Column task limit per user

Hi folks,

at the moment you can customize a task limit per column, which affects the overall number of tasks. Our team came up with another limit per user.

example:
column limit of 10 and per user limit 3 so the tasks have to be splitted on the different people

If the per user limit is set to zero, nothing changes.

What do you think?

@fred I thought about a plugin, but I would prefer the implementation into the core. I could do the implementation.
