It’s is possible to Hide the “group management” tab for users who have the role “manager” and “user” ?

Otherwise users who have this role can delete the groups as they see fit.
I was wondering about this too. I never noticed this behavior before, and was going to take a look at it this weekend.
I messed around with this but was unable to see what you’re seeing. I made three accounts, one an admin, one a manager, one a user.
This is what I see in the menu for each user:
