I haven’t tried for a long time …
Problem is back (or was never resolved for some of my installations), exists in all my 4 Installations with different KANBOARD versions and settings.
I tried:
Uploaded a completely new KABOARD installation, only config.php from old one added – prolem exists, only Login Page respects language setting from Application Settings
My config at that moment:

I am pretty sure that that is something particular with my Installation (Server, Database, Config.pho, whatever …)
I will do some debug attempts and additionally start a complete new Installation to get some more puzzle peaces for diagnostics. But will take some days.
Are you using the same DATA_DIR for several different versions? I’m asking this because
This config would now point to the DATA_DIR of another (old one) instance!

Not in this case. My description was not very detailed. I deleted the old KANBOARD installation folder (after Backup, of course), and created a new one with the old name, where I did the new update installation.
And:
I found the problem!

Reasons for my problem:
I was used to modify language in the application settings. Was possible because probably my User Profile Settings were UI Language as per Application standard
It seems that “somehow” the Profile UI language settings changed to “de_DE” (may be caused by “the problem”
), and from then Application Setting became ignored: except in the Login Dialog. What matches with my observations.
How did I find out?
Your comment inspired me to search for “language” in all related files in my installation. Found several user related language variables. Added 1+1 – and found the language selector in my profile. Seems I never paid attention to the setting …
Now the problem is solved.
And I can continue my Locale tests.
